The 4a inerts in question Ethyl Lactate ( lactic acid) CAS # 97-64-3 and Dimethylpolysiloxane CAS # 9016-00-6 are both 4 A inerts and can be found on the following government webpage.  Just click on the link below and it will open up to 180.930 Inert ingredients applied to animals: exemptions from the requirement of a tolerance. This is part of the latest published list of 4a inerts dated April 17, 2008.  You will find Ethyl Lactate (lactic acid) as item # 16 on page 5 of this list and you will find Dimethylpolysiloxane as item # 3 on page 4 of this list.  Just click on the link below to observe the data mentioned above.

To view the last updated list of Inert Ingredients Eligible for FIFRA 25(b) Pesticide Products Last updated July 10, 2008 click on the link below.  Directly under Food Use Listing you will find a link stating: NOTE: any inert ingredient described in 40CFR 180.950 may be used in food-use 25(b) pesticide products. Click on the link and it will take you to 180.950 and a comprehensive list of categories of products and the 4a inerts approved for use in their formulation. As you may or may not know, the EPA now has numerous schedules rather than one list of 4a inerts.  Feel free to search all of the lists if you desire.  Many of the 4a inerts can be located under various classifications.
Click on the link below to get to the above data and the link to part 180.950 if you choose to be directed by the original 4a list.

Follow the schedule to 180.930, click on the number and you will be directed to the first link at the top of the page that I have referenced you to in this correspondence.

As you may or may not know, the EPA will not acknowledge in writing any formulations or comment on the use of the ingredients used in 25b formulations. The published documents speak for themselves and should be used accordingly with good business practice. Having said that I suggest the information you are seeking has been provided in the above recitals.
